Which CEQA Exemption Applies to Your Infill Project?
Most infill projects on a developed urban site qualify for a CEQA exemption instead of a full environmental review. The Class 32 infill exemption (14 CCR §15332) covers general-plan-consistent projects up to 5 acres with no habitat, traffic, noise, or utility problems — smaller projects often qualify under Class 1 or Class 3 instead.
